A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 2-6 June 2025, has found an allegation unacceptable professional conduct proved against school learning support worker, Abigail Jayne Scrivens.
The Committee found the following allegations proven, that whilst employed as a School Learning Support Worker at Monnow Primary School Miss Scrivens:
- on 9 November 2022, took hold of pupil A’s wrist or arm:
- when it was not reasonable or necessary to do so in the circumstances
- used more force than was reasonable in the circumstances
The Fitness to Practise Committee imposed a Suspension Order (without conditions) on Miss Scrivens’ registration as a school learning support worker for a period of 1 year (from 6 June 2025 to 6 June 2026). As such, Miss Scrivens will not be able to work as a school learning support worker in a maintained school or non-maintained special school in Wales for the period of the Order.
Miss Scrivens has a right of appeal to High Court within 28 days.
Sophie Cahill – 28 May 2025

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 19 May 2025 and 28 May 2025, have found allegations of ‘unacceptable professional conduct’ and ‘a relevant offence’ proved against further education teacher and school learning support worker, Sophie Cahill.
The Committee found the following allegations proven, that:
- on or around 6 September 2024, Miss Cahill applied for registration with the Education Workforce Council as a Further Education Teacher and indicated in the declarations section that she did not have any convictions, when this was incorrect
- on 2 November 2023, Miss Cahill was convicted at Newport Magistrates Court for the offence of failing to provide a specimen for analysis (driving or attempting to drive) on 1 November 2023, contrary to s.7(6) of the Road Traffic Act 1988. As a consequence, Miss Cahill was sentenced on 17 November 2023 to a 14-month driving disqualification and fined £200
- on 17 November 2023, Miss Cahill was convicted at Newport Magistrates Court for the offence of failing to provide a specimen for analysis (driving or attempting to drive) on 31 October 2023, contrary to s.7(6) of the Road Traffic Act 1988. As a consequence, Miss Cahill was sentenced to a 14-month driving disqualification and fined £200
Having made these findings, the Committee also decided Miss Cahill’s proven conduct at paragraph 1 lacked integrity.
The Fitness to Practise Committee imposed a Reprimand on Miss Cahill’s registration as a further education teacher and school learning support worker for a period of two years (from 28 May 2025 to 28 May 2027).
As such, Miss Cahill will be able to work as a:
- further education teacher who provides specific services in or for a further education institution in Wales
- school learning support worker in a maintained school or non-maintained special school in Wales
for the period of the Reprimand.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 19, 20, 22, 23 and 27 May 2025, has found an allegation unacceptable professional conduct proved against school teacher Luke Probert.
The Committee found proven two counts of failing to report safeguarding issues.
The Fitness to Practise Committee imposed a Suspension Order (without conditions) on Mr Probert’s registration as a school teacher for a period of 1 year (from 27 May 2025 to 27 May 2026). As such, Mr Probert will not be able to work as a school teacher in a maintained school or non-maintained special school in Wales for the period of the Order.
Mr Probert has a right of appeal to High Court within 28 days.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 6 and 7 May 2025, has found allegations of unacceptable professional conduct proved against school learning support worker, Lois Bennett.
The Committee found the following allegations proven, that whilst employed as a Learning Support Assistant by Ysgol y Graig Community Primary School, Miss Bennett:
- on or around 23 October 2023, in relation to Pupil A:
- hissed in and/or near their face
- made a hand gesture in and/or near their face
- in relation to her conduct at paragraph 1, recorded this incident on her mobile phone
- in relation to her conduct at paragraph 2, shared this recording and/or video of Pupil A with at least one person who was not employed by the school
- in respect of her conduct at paragraph 2 and 3:
- the video was shared on social media
- knew or reasonably ought to have known that there was risk that this the video could be shared on social media
- breached the School’s Social Media Policy
The Fitness to Practise Committee imposed a Suspension Order (with conditions) on Miss Bennett’s registration as a school learning support worker for a period of 12 months (from 7 May 2025 to 7 May 2026), provided that she meets the conditions specified within this timeframe.
As such, Miss Bennett will not be able to work as a school learning support worker in a maintained school or non-maintained special school in Wales for the period of the order.
Miss Bennett has a right of appeal to High Court within 28 days.
Richard Evan Davies – 8 May 2025

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 8 May 2025, has found an allegation a relevant offence proved against school learning support worker, Richard Evan Davies.
The Committee found that Mr Davies:
On 6 October 2023, was convicted of assault occasioning actual bodily harm, contrary to section 47 of the Offences Against the Person Act 1861.
As a consequence of the offence was sentenced to:
- a suspended sentence order – imprisonment of 15 months, suspended for 18 months
- an alcohol abstinence requirement
- a rehabilitation activity requirement
- 90 days of an electronic tagging residence requirement.
Having made this finding, the Committee decided that the conduct amounted to a relevant offence.
The Fitness to Practise Committee imposed a Suspension Order (without conditions) on Mr Davies’ registration as a school learning support worker for a period of 18 months (from 8 May 2025 to 8 November 2026). As such, Mr Davies, will not be able to work as a school learning support worker in a maintained school or non-maintained special school in Wales for the period of the Order.
Mr Davies has a right of appeal to High Court within 28 days.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 28 April – 1 May 2025, has found allegations of unacceptable professional conduct proved against further education teacher, Aled Medwyn Jones.
The Fitness to Practise Committee found the following allegations proven, that Mr Jones:
- between August 2019 and March 2020, recorded observations of site visits for 7 NVQ apprentices on Learning Assist when one or more of the visits did not take place
- made one or more travel expenses claims on Proactis when the corresponding visit did not take place on dates between August 2019 and October 2019
The conduct found proven was considered dishonest and lacking in integrity by the committee.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Jones from the Register of Education Practitioners in the category of further education teacher, further education learning support worker and work based learning practitioner. It also decided Mr Jones may not make an application for restoration to the Register of Education Practitioners before a period of 2 years has elapsed. Should Mr Jones not make a successful application for eligibility for restoration to the Register after 1 May 2027, he will remain prohibited indefinitely.

The Committee found the following allegations proven, that Mr Casey:
- On 5 March 2024, was convicted of assault by beating, contrary to section 39 of the Criminal Justice Act 1988
The committee found the proven conviction amounted to a relevant offence.
The Fitness to Practise Committee imposed a Suspension Order (with conditions) on Mr Casey’s registration as a school learning support worker for a period of two years (from 10 April 2025 to 10 April 2027), provided that he meets the conditions specified within this timeframe.
As such, Mr Casey will not be able to work as a school learning support worker in a maintained school or non-maintained special school in Wales for the period of the order.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 27 March 2025, has found an allegation of ‘unacceptable professional conduct’ proved against school learning support worker, Mrs Nicola Cullen.
The Fitness to Practise Committee found the following allegations proven, that Mrs Cullen:
- On 23 November 2022, accepted a conditional caution from North Wales Police for Theft by employee on 1 July 2021 to 1 October 2021, contrary to section 1 of the Theft Act 1968.
- On or around 26 January 2024, applied to the Education Workforce Council to register in the category of School Learning Support Worker and she indicated in the declarations section that she did not have any convictions and/or cautions, when this was incorrect.
- Mrs Cullen’s conduct at paragraph 2 above was:
- dishonest
- lacking integrity
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mrs Cullen from the Register of Education Practitioners in the category of school learning support worker. It also decided Mrs Cullen may not make an application for restoration to the Register of Education Practitioners before a period of two years has elapsed. Gaio Ze Kouyate – 14 March 2025

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 11 to 14 March 2025, has found an allegation of ‘unacceptable professional conduct’ proved against further education learning support worker, Mr Gaio Ze Kouyate.
The Fitness to Practise Committee found the following allegations proven, that whilst employed as a as a Virtual World Learning Specialist at Cardiff and Vale College (‘CAVC’), Mr Kouyate:
- on or around 18 October 2022, used their CAVC laptop to:
- access content that was inappropriate and/or sexual in nature;
- send sexually explicit messages.
- between 2021 and 2022:
- created sexualised avatars within the CAVC Virtual Campus;
- provided Colleague A with a link to a spreadsheet containing usernames and passwords for the CAVC Virtual Campus, thus enabling uncontrolled access to this information;
- inappropriately suggested to one or more colleagues, that learners could change their dates of birth to allow them to access material on the Second Life system that was otherwise restricted for those under 18 years of age.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Kouyate from the Register of Education Practitioners in the category of further education learning support worker. It also decided Mr Kouyate may not make an application for restoration to the Register of Education Practitioners before a period of 2 years has elapsed. Should Mr Kouyate not make a successful application for eligibility for restoration to the Register after 14 March 2027, they will remain prohibited indefinitely.

Rosie Garfield – 20 March 2025

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 20 March 2025, has found an allegation of ‘unacceptable professional conduct’ and ‘a relevant offence’ proved against school learning support worker, Rosie Garfield.
The Committee found that Ms Garfield:
- on or around 25 January 2024, applied for registration with the Education Workforce Council as a School Learning Support Worker, and indicated in the declarations section that they did not have any convictions, when this was incorrect.
Having made this finding, the Committee also decided that the conduct was dishonest, lacked integrity and amounted to ‘unacceptable professional conduct’.
- on 8 December 2023, was convicted of driving a motor vehicle with excess alcohol on 21 November 2023, after consuming so much alcohol that the proportion of it in their breath, namely 40 microgrammes of alcohol in 100 millilitres of breath, exceeded the prescribed limit, contrary to S.5(1)(a) of the Road Traffic Act 1988. Ms Garfield was sentenced to a 14-month driving disqualification, fined £80, ordered to pay costs of £85 and a victim surcharge of £32.
Having made this finding, the Committee decided that the conduct amounted to a relevant offence.
The Fitness to Practise Committee imposed a Suspension Order (without conditions) on Ms Garfield’s registration as a school learning support worker for a period of 12 months (from 20 March 2025 to 20 March 2026). As such, Ms Garfield will not be able to work as a school learning support worker in a maintained school or non-maintained special school in Wales for the period of the Order.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 3-6 March 2025, has found allegations of ‘unacceptable professional conduct’ proved against youth worker, Carly Rogers.
The Fitness to Practise Committee found the following allegations proven, that whilst employed as a Drug and Alcohol Worker at Wrexham County Borough Council, Ms Rogers performance, between October and December 2022, required improvement in the following areas:
- appointments with young people
- case notes
- case files
- closures
- diary management.
The Fitness to Practise Committee imposed a Reprimand on Ms Rogers’ registration as a youth worker for a period of 2 years (from 6 March 2025 to 6 March 2027). As such, Ms Rogers will be able to work as a registered person (youth worker) who provides youth development services for or on behalf of a relevant employer (other than as a volunteer, and subject to the exclusion set out under Regulation 4(2)).

The Fitness to Practise Committee found the following allegations proven, that whilst employed as a Learning Support Assistant working at Ty Gwyn Education Centre, Ms Pavett:
- Between or around January 2023 and June 2023, did not maintain professional boundaries with Pupil A, in that, on one or more occasion(s), Ms Pavett:
- sat on the floor with Pupil A
- touched Pupil A’s hair and face
- was ‘play fighting’ with Pupil A
- On or around 20 December 2022, submitted an employment application to Teaching Personnel which she knew contained inaccurate and/or misleading information in that she:
- did not disclose previous disciplinary matters
- did not include accurate employment history
The Fitness to Practise Committee imposed a Reprimand on Ms Pavett’s registration as a school learning support worker for a period of 2 years (from 25 February 2025 to 25 February 2027). As such, Ms Pavett will be able to work as a registered person (school learning support worker) in a maintained school or non-maintained special school in Wales for the period of the Reprimand.

The Fitness to Practise Committee found the following allegations proven, that whilst employed as a School Teacher at Ysgol Bryn Castell, Mr Hall:
- on or around 13 July 2022:
- grabbed Learner A by their arm(s);
- pushed Learner A backwards;
- pushed Learner A into a wall;
- did not take steps to remove himself from the situation with Learner A and/or de-escalate the situation prior to the physical contact with Learner A.
- by reason of his conduct in paragraphs 1a and 1b and 1c above used unnecessary and/or excessive physical force.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Hall from the Register of Education Practitioners in the category of school teacher. It also decided Mr Hall may not make an application for restoration to the Register of Education Practitioners before a period of 2 years has elapsed. A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 27 and 28 January 2025, has found allegations of ‘unacceptable professional conduct’ proved against school learning support worker, Alex Gater.
The Committee found the following allegations proven, that whilst employed by New Directions Ltd working as a Teaching Assistant at St Cenydd Comprehensive School Mr Gater:
- on or around 19 July 2023, made contact with Child A’s face, knocking him to the floor. The committee found the contact to be a disproportionate, inappropriate, and excessive response to Child A’s behaviour.
The committee also found that on or around 14 September 2023, Mr Gater agreed to a Police Community Resolution Order for common assault in respect of the incident described above.
The Fitness to Practise Committee imposed a Suspension Order (with conditions) on Mr Gater’s registration as a school learning support worker for a period of 6 months (from 28 January 2025 to 28 July 2025), provided that he meets the conditions specified within this timeframe.
As such, Mr Gater will not be able to work as a school learning support worker in a maintained school or non-maintained special school in Wales for the period of the order.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 28 January 2025, has found an allegation of ‘a relevant offence’ proved against school teacher, Emma Peters.
The Fitness to Practise Committee found the following allegations proven, that Mrs Peters:
- on 20 March 2024, was convicted of driving a motor vehicle with excess alcohol on 12 February 2024, contrary to section 5(1)(a) of the Road Traffic Act 1988 and Schedule 2 to the Road Traffic Offenders Act 1988. As a consequence of this offence, Mrs Peters was sentenced to a community order of 120 hours unpaid work and disqualified from driving for 28 months
- on 20 March 2024, was convicted of failing to stop after a traffic incident on 12 February 2024, contrary to section 170(4) of the Road Traffic Act 1988 and Schedule 2 to the Road Traffic Offenders Act 1988. As a consequence of this offence, Mrs Peters was sentenced to a community order of 120 hours of unpaid work and had her driving licence endorsed
The Fitness to Practise Committee imposed a Reprimand upon Mrs Peters’ registration as a school teacher for a period of two years (from 28 January 2025 to 28 January 2027). The Fitness to Practise Committee found the following allegations proven, that whilst employed as a school teacher at Ysgol Rhiwabon, Mr Jones acted in an inappropriate manner, in that Mr Jones:
- on or around 13 March 2023, told Learner 1:
- he was a “tramp”
- that he “should go back to the special class”, or words to that effect
- on or around 15 March 2023:
- in response to Learner 2 referring to Mr Jones as a “nugget”, bent over and shouted close to Learner 2’s face and told him to “Shut your face” or words to that effect
- referred to Learner 3 as a “freak”, or words to the effect
The Fitness to Practise Committee imposed a Reprimand on Mr Jones’ registration as a school teacher for a period of 2 years (from 29 January 2025 to 29 January 2027). As such, Mr Jones will be able to work as a registered person (school teacher) in a maintained school or non-maintained special school in Wales for the period of the Reprimand.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 21 – 23 January 2025, has found allegations of ‘unacceptable professional conduct’ and a ‘relevant offence’ proved against school teacher, Danielle Louise Fleming.
The Committee found the following allegations proven, that:
- whilst employed as a Director of Learning at Maesteg Comprehensive School, Mrs Fleming, on 4 May 2023, attended the workplace and was under the influence of alcohol and/or consumed alcohol whilst on school premises.
- on 26 February 2024, Mrs Fleming was convicted of driving a motor vehicle, after consuming so much alcohol that the proportion of it in her breath, namely 108 microgrammes of alcohol in 100 millilitres of breath, exceeded the prescribed limit, contrary to section 5 (1) (a) Road Traffic Act 1988.
The Fitness to Practise Committee imposed a Suspension Order (with conditions) on Mrs Fleming’s registration as a school teacher for a period of 4 months, which specifies conditions upon her registration.
This Order is effective immediately. The conditions will only become effective should Mrs Fleming re-register with the EWC.
As such, Mrs Fleming will not be able to work as a school teacher in a maintained school or non-maintained special school in Wales for the period of the suspension.
Mrs Fleming has a right of appeal to High Court within 28 days.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 7, 8 and 9 January 2025, has found allegations of unacceptable professional conduct proved against school learning support worker, Victoria Price.
The Fitness to Practise Committee found the following allegations proven, that whilst working as a higher-level teaching assistant at Ysgol Gynradd Gymraeg Gilfach Fargoed, Mrs Price:
- between 11 – 12 January 2021:
- spat at Person A
- proceeded to bite Person A
- pulled Person A’s hair
- kicked and/or stamped on Person A
- kicked and/or scratched Person A’s car
- did not follow Welsh Government guidance in respect of Covid-19, in that she did not follow social distancing guidance and/or travelled outside of her local area without reasonable excuse.
As a result of the conduct at points b and d above, Mrs Price caused injuries to Person A.
- agreed to a Police Community Resolution in respect of her conduct on 11 January 2021, which was a crime recorded as ‘Assault / Criminal Damage’.
- subsequently did not inform the Head Teacher of the following:
- the incident which occurred on 11 January 2021, until raised by the Headteacher
- the fact she had sustained facial injuries, in circumstances where she was due to log on to a virtual lesson
- that she had physically injured Person A, and/or caused damage to Person A’s car
- that she was subject to a Police investigation.
The committee found that the facts of allegations 3a – d demonstrated a lack of integrity.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mrs Price from the Register of Education Practitioners in the category of school learning support worker. It also decided Mrs Price may not make an application for restoration to the Register of Education Practitioners before a period of 2 years has elapsed. Should Mrs Price not make a successful application for eligibility for restoration to the Register after 9 January 2027, she will remain prohibited indefinitely.
Mrs Price has the right of appeal to the High Court within 28 days.
