A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 8–10 December 2025, has found an allegation of unacceptable professional conduct proved against school learning support worker, Samuel Aiden Davies.
The Fitness to Practise Committee found the following allegations proven, that whilst employed by Ap Prentis, and working as a Teaching Assistant at Haverfordwest High V C School (‘the School’), Mr Davies:
- in or around 2022, made the following inappropriate comments in respect of learners:
- “you look good today”, or words to that effect
- made a comment about meeting up and going for a “sesh”, or words to that effect
- in or around 2022, in respect of Learner A:
- sent messages to Learner A on Snapchat
- sent picture(s) of themselves to Learner A
- in or around 2022, in respect of Learner B:
- requested that Learner B add them on Snapchat
- sent messages to Learner B on Snapchat
- sent pictures of themselves to Learner B on Snapchat
- requested that Learner B send them photo(s) of themselves
- in or around 2022, on one or more occasions, offered one or more learners vapes to use outside of the School premises
Having made these findings, the Committee also decided:
- the pictures and/or messages sent in allegations 2a, 2b, 3b, 3c, 3d above were inappropriate, breached professional boundaries and were overfamiliar in nature
- Mr Davies’ conduct outlined in allegations 2a, 3b, 3c, 3d was sexually motivated
- Mr Davies’ conduct outlined in allegations 2a, 3b, 3c, 3d was sexual in nature
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Davies from the Register of Education Practitioners in the category of school learning support worker.
It also decided Mr Davies may not make an application for restoration to the Register of Education Practitioners before a period of 5 years has elapsed. Should Mr Davies not make a successful application for eligibility for restoration to the Register after 10 December 2030, they will remain prohibited indefinitely.
Mr Davies has the right of appeal to the High Court within 28 days.
