A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 3, 4, 5, 8 and 9 December 2025, has found an allegation of ‘unacceptable professional conduct’ proved against school learning support worker and further education learning support worker, Scott Trigg-Turner.
The Fitness to Practise Committee found the following allegations proven, that whilst employed as a school learning support worker at Bassaleg School, Mr Trigg-Turner:
- demonstrated favouritism and breaches of professional boundaries towards the following pupils:
- Pupil A, in that he:
- supported Pupil A in Maths, when this support was not necessary and requested by his line manager, Colleague A
- made a craft ‘skeleton’ for Pupil A when they were absent, but did not make one for another pupil who was also absent
- moved furniture to sit next to Pupil A in circumstances where they had completed their work and where other pupils could have benefitted from his support
- on 21 November 2023, told Colleague B that he would conduct a check on Pupil A, even though this was not his responsibility
- Pupil D, in that on or around 24 November 2023, he:
- sat closely to Pupil D when this was not necessary
- sat with Pupil D while they were writing a list of baby names, which was not an activity that required his support
- Pupil A, in that he:
- in November 2023, made comments to pupils and colleagues, that he knew were incorrect and misleading, in that he told them he:
- had been in the army and/or military
- had been in the American marines
- still had a gun from active service
- had been a sniper
- had killed people
- had a nickname/code name ‘kill switch’
- on several occasions in 2023, arrived late and left class early, without the prior agreement of his line manager Colleague A
- on one or more occasions in 2023, gave inconsistent explanations to his colleagues and line managers about why he was late to class, or left early
- on several occasions in 2023, gave inconsistent explanations to his colleagues and managers about how he received the injuries that put him in a wheelchair
Having made these findings, the Committee determined that Mr Trigg-Turner’s conduct at paragraphs 2, 4 and 5 were dishonest and lacked integrity.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Trigg-Turner from the Register of Education Practitioners in the categories of school learning support worker and further education learning support worker. It also decided Mr Trigg-Turner may not make an application for restoration to the Register of Education Practitioners before a period of two years has elapsed. Should Mr Trigg-Turner not make a successful application for eligibility for restoration to the Register after 9 December 2027, he will remain prohibited indefinitely.
Mr Trigg-Turner has the right of appeal to the High Court within 28 days.
