A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 16, 17 and 18 March 2026, has found an allegation of ‘unacceptable professional conduct’ proved against further education teacher and work based learning practitioner, Rebecca Williams.
The Fitness to Practise Committee found the following allegations proven, that whilst employed as lecturer at Coleg Gwent, Ms Williams:
- Between around September and December 2023, made one or more inappropriate comments to, or in the presence of, learner(s), namely:
- in relation to Learner 1’s appearance, she:
- commented negatively on her clothing choices in front of other learners
- commented on Learner 1’s weight
- in relation to Learner 2:
- when Learner 2 asked to leave early she said, “That’s fine, leave whenever you want, you don’t do anything here anyway” or words to that effect
- when Learner 2 was talking with another learner, she said, “no it's okay, as [Learner 2] has a condition that lets him say whatever he wants with no consequences and we aren't allowed to say anything” or words to that effect.
- you called one or more learners muppets and/or clowns.
- in relation to Learner 6:
- you said to Learner 6 that he was not a nice boy to be around or talk to, or words to that effect
- when Learner 6 said “hi” to you, you replied “don't talk to me Mr [Learner 6]” or words to that effect
- disclosed that a learner in her class [Learner 8] was in care in front of other learners
- in relation to Learner 3:
- repeatedly called her a “nagger” or words to that effect, directly to her and/or in front of the class
- said you were not going to mark the register and Learner 3 was not going to get her financial assistance, because she was nagging, or words to that effect
- after Learner 3 raised concerns about your behaviour to the Head of School on 12 December 2023, she said to her “Thanks for telling [Colleague 1] on me” or words to that effect.
- on or around 21 December 2023, in relation to Learner 1, in front of one or more other learner(s):
- told her to make sure she didn’t get pregnant over Christmas or words to that effect
- asked if she was using contraception and/or had had the [contraceptive] implant fitted, or words to that effect
- said in relation to a bruise on Learner 1, “We know what you get up to”, indicating that this was due to sexual activity
- on one or more occasion between around September 2023 and December 2023, when Learner 1 raised concerns with her about the behaviour of a male student towards her:
- she did not allow her to move away from the male learner
- she told her that she did not have Medical Condition 1, or words to that effect
- she told her she was overreacting, or words to that effect
- said to Learner 4, “Why did you go to [Colleague 1] for?” after he raised concerns with the Head of School about your behaviour
- in relation to Learner 1’s appearance, she:
- on or around 12 December 2023, in front of other learners, she picked up a bottle of hand sanitiser belonging to Learner 2 and rubbed it on your hands and/or thigh and/or bottom over your clothes
- She instructed Learner 4 to wipe his arm or arms with antibacterial wipes:
- when it was not necessary and he said he did not wish to
- when she knew or ought to have known this was harmful for his skin
The Committee also found Ms Williams comments and/or conduct was unprofessional, belittling and/or mocking towards learners, and lacking in sensitivity.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Ms Williams from the Register of Education Practitioners in the categories of further education teacher and work based learning practitioner. It also decided Ms Williams may not make an application for restoration to the Register of Education Practitioners before a period of three years has elapsed. Should Ms Williams not make a successful application for eligibility for restoration to the Register after 18 March 2029, she will remain prohibited indefinitely.
Ms Williams has the right of appeal to the High Court within 28 days.
